i currently have a sony digital camera with 4x optical zoom and 14.1 megapixels but i need a better one for like the shutter speed etc like the profeesional ones you find! and finally can you explain some of the features XD pwease

Get a DSLR. And seeing that you're using it for A level (did I read that correctly), you can do with an entry-range DSLR which would do pretty well compared to your Sony compact camera. Good examples would be Canon EOS 1100D or Nikon D3100, which are the most basic DSLRs of the brand. They're affordable. But if you can go a little higher, please do, especially if you want to continue in this field.
Main benefit would be, as you mentioned slightly, the control over shutter speed and aperture which is lacking in most compact cameras. This is pretty essential for good photos. Another feature which would be helpful in future would be the wide range of accessories and lens that you can equip your camera with, such as an external flash (speedlight) or a lens with greater zoom (maybe a telephoto lens) or special functions (e.g. tilt-shift, or fisheye - the extremely convex lens that allows you to take at exceptionally wide angles with this center-bulging effect known as fisheye effect)
There's a lot to learn, but get your basic kit first, and work up from there. It will be another series of adventures once you upgrade from a compact camera. All the best!

what is the best camera and video camera combo in india ?
I want to buy a still digital camera which has a good video camera option.
We are going to use more of the still camera but the video camera would be used for small instructional film making once in a while..
Please suggest the best model under the price range of Rs. 30 thousand in India. Also - would you suggest a good website / store to buy it

Also checkout the Canon EOS 1100D, minus part is it can only do 1280x720 @ 30 fps
And if videos are a priority with you, the Sony SLT-A37 is the clear winner with 1920x1080 video at 60 fps
